Heather Allen, Ph.D.

Dr. Heather Allen is a Senior Management and Program Analyst for the National Preparedness and Incident Coordination Center in USDA APHIS Veterinary Services. With over 10 years of related experience, she currently leads the Foreign Animal Disease Preparedness and Response Plan and information management/reporting efforts for all foreign animal disease outbreaks. Prior to her current position, she was a Program Manager at the Center for Food Security and Public Health at Iowa State University. She specializes in the policy and practice of outbreak response and also has significant experience in qualitative research and program evaluation. Dr. Allen received her undergraduate and MPA degrees from Cornell University and her PhD from The George Washington University.
