Health Security Operations Center

The Health Security Operations Center (HSOC) is a non-governmental public health intelligence fusion center that collects, reviews and interprets data in order to provide guidance and support to local, state and national public health authorities during events with national, regional and international reach. The HSOC brings together a network of collaborators to support coordinated, real-time awareness and action in response to infectious disease risks.  HSOC is standing up for the Summer 2026 World Cup and other mass gathering events.

The HSOC:

  • Integrates and shares real-time intelligence, including surveillance data and risk assessments
  • Supports timely, evidence-based decision-making by public health authorities
  • Facilitates coordination across partners and jurisdictions
  • Provides actionable information and guidance to healthcare systems, public health authorities, and other key decision-makers
  • Protects the health and safety of athletes, visitors, communities, and the public

The HSOC works collaboratively with existing governmental and nongovernmental entities to strengthen domestic health security by creating new pathways for nongovernmental collaboration in sustained preparedness, enhanced disease surveillance, and rapid, coordinated responses to emerging health threats. Building on a foundation of cooperation and information sharing, HSOC complements the authorities and capabilities of national, state, local and tribal institutions. By enhancing coordination, expanding access to expertise, and supporting locally led preparedness and response efforts, HSOC aims to reinforce the nation’s collective ability to anticipate and address emerging health threats.

Other Resources

Daily Stand Up Calls

A daily virtual briefing will be held to promote situational awareness and support stakeholder interaction. By delivering cross-jurisdictional visibility and improved situational awareness, HSOC will support early detection of emerging health threats, facilitate coordinated decision-making, and enhance risk communication among stakeholders. During the dynamic World Cup environment, this strengthened situational awareness will enable state and local partners to anticipate, mitigate, and respond to infectious disease risks more efficiently and effectively. For access to this daily briefing, contact us using the information below.

National Center Outbreak Response Experts

HSOC will facilitate access to the National Collaborative Outbreak Response Experts (N-CORE), a multidisciplinary network of public health policy leaders who can offer expert advice and technical guidance to state and local health departments. In the event of an outbreak or emerging health threat, N-CORE can provide evidence-based recommended response actions tailored to the local context and offer on-demand technical assistance through a curated volunteer roster of outbreak response experts.
