Alexander C. Ballinger

Legal Research Associate

Alex Ballinger is a Legal Research Associate at the Center for Global Health Science and Security. He earned a B.A. in Government and Economics from The University of Virginia in May 2025.

As an undergraduate, Alex worked as a Research Assistant in Summer 2024 and contributed to a peer-reviewed article titled “Race, Contact Effects, and Effective Lawmaking in Congressional Committee Hearings,” published in Political Research Quarterly, by managing a large database of coded policy statements from elected representatives. Alex also worked as a Legal Clerk for the Law Offices of Terry Lynn, PLLC, conducting legal research and drafting legal documents in preparation for client depositions and trials. Throughout his undergraduate education, Alex rowed for the Virginia Men’s Rowing team, during which he won three ACRA national championships, was awarded 1st Team All-Academic honors, was named an All-American, and competed internationally at Henley Royal Regatta twice.

Alex’s specific research interests include antitrust policy in health care markets, global health security policy, and political obligation. At the Center, Alex works with Dr. Rebecca Katz, contributing to and leading projects mapping and analyzing the relationship between global health policies and health indicators.
