National COVID-19 Supply Coordinator at the White House COVID-19 Response Team
Tim Manning is a homeland security and emergency response professional who serves on the White House COVID-19 Response Team as the National COVID-19 Supply Coordinator. His duties include working with federal agencies and the private sector to ensure there exists an adequate supply of tests, vaccines, medicines, personal protective equipment, and other resources needed to combat the pandemic in the United States.
Manning previously held positions in the federal and state governments. He served as New Mexico’s Secretary of Homeland Security and Emergency Management before joining the Obama administration for eight years as the deputy administrator of the Federal Emergency Management Agency (FEMA). Prior to his time in government, he spent his career as an electrician, geologist, rescue mountaineer, and firefighter, working on the front lines of emergency response.
Aside from his work for the White House, Manning held other roles in COVID-19 response efforts. Early in the pandemic, while working at the Pacific Disaster Center, Manning joined collaborators from Georgetown and beyond to build COVID-Local, a guide for local government officials on how to respond to the emerging pandemic. Following the 2020 election, he joined the Biden-Harris transition team and focused on national security and foreign policy.
Currently at the White House, Manning is working to solve supply chain barriers that have previously challenged the national COVID-19 response. Vaccines, all the way from manufacturing to administration, are one of his key focus areas. His team also works to increase the supply of testing, including at-home tests. Manning noted there is a clear line of work that runs from his previous duties at FEMA to his current White House position, given both jobs have included an operational focus and coordinating a large number of outside agencies. Looking forward, Manning emphasized the need for continued collaboration, especially between the public health and emergency management communities, to respond to COVID-19 and prepare for the next pandemic.
